Clause 11 provides for the calendar of events.
There are to be 17 events in each year.

The FIA undertakes to enter a Grand Prix event on the FIA calendar only where
the promoters have entered into a Grand Prix Contract with FOA.

Note that some commentators say the CA has a maximum of 16 races, but an extra clause allows for
additional bonus payments to teams for a 17th race.
An extension of this scheme is apparently the mechanism for more than 17 races in recent years ( eg. 19 races in 2005).
